LCAP Background Information
In 2013-14, the state of California changed the way it funds school districts. The new model, called the Local Control Funding Formula (LCFF), allows districts more freedom in how funds are spent but also requires accountability for the freedom with the development of a Local Control and Accountability Plan (LCAP) that aligns spending to specific district goals for student achievement.
One key aspect of the LCAP process is the engagement of all stakeholders. Staff, administrators, labor partners, community members, parents/guardians and students — including foster youth, homeless, and those from low-income and English learner communities — must be consulted to provide feedback on the plan.
NCLUSD establishes an LCAP Parent Advisory Committee, as per California Education Code 52062 and 52063, to review and comment on the LCAP. This committee is additionally presented with the metrics and expenditures reported in the Annual Update.
